Pet Travel Question: Puppies to Puerto Rico

Hi PetRelocation,

I would like to have a puppy shipped to Puerto Rico where I can collect it by boat and sail onwards in the Caribbean. The puppy will only be two months old, so it won't have had the rabies shot.

Can I import the puppy into Puerto Rico without being a resident and effectively export the dog elsewhere within 1-2 days of arrival?
