Pet Travel Question: International Microchips

Hey there! I am traveling (not moving) and just found out that my dog (a 4 lb Maltese) needs to have a microchip. How can I find out if customs in Lisbon has a US microchip reader? Does it have to be an ISO chip? Also, is the chip necessary or can I have my dog tattooed? Please advise!
